Putin’s regime uses chemical weapons against its rivals, most famously Alexander Litvinenko, the Skripal family, and Alexei Navalny. The United States has reacted by creating a sanctions mechanism, called the Magnitsky Act. Sergei Magnitsky uncovered a huge corruption scheme in Russia, was jailed on false charges and died there.
